Publication of the GNCHR Report “Human Rights and Artificial Intelligence"

16 October 2026

The Greek National Commission for Human Rights (GNCHR) is pleased to publish its Report entitled “Human Rights and Artificial Intelligence”.

This Report seeks to offer an initial, coherent framework for examining the relationship between artificial intelligence and human rights in Greece. It maps the principal international, European and domestic instruments forming the emerging regulatory landscape; identifies AI’s key prospects and challenges across critical areas of public policy; and considers the fundamental principles that should govern the development and deployment of relevant AI systems. Particular emphasis is placed on the impact of AI on areas such as work, health, gender equality, children’s rights, disability, migration and asylum, public administration and the democratic functioning of institutions.

The connection between AI principles and human rights becomes crucially important in this context. Human dignity, non-discrimination, equality, privacy and personal data protection, transparency, accountability, security, proportionality and human oversight are not merely technical or regulatory requirements. They establish substantial safeguards for the protection of human rights in the new digital age. The Report highlights precisely that the principles of trustworthy AI and human rights constitute interrelated fields and it further highlights the particular added value of the GNCHR within the national AI governance system. Through its pluralistic composition, which includes independent authorities, universities, research institutions, professional bodies, trade unions and civil society organisations, the GNCHR provides a unique forum for dialogue, for bringing diverse perspectives together and for developing common approaches that place human rights at the heart of the AI landscape.

The report was first presented on Wednesday, 14 October 2026, during the Conference on “Artificial Intelligence and Human Rights” organised by the Greek National Commission for Human Rights (GNCHR), with the participation of representatives of public authorities, independent authorities, academia, civil society organisations, as well as representatives of more than 20 National Human Rights Institutions from across Europe.
