The GNCHR at the OSCE/ODIHR workshop on monitoring human rights compliance of counter-terrorism measures

The Greek National Commission for Human Rights (GNCHR) participated in the peer-learning workshop organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), entitled “Monitoring human rights compliance of counter-terrorism measures: The role of NHRIs”, held on 23–24 June 2026 in Warsaw. The GNCHR was represented by Dr. Christos Tsevas, Human Rights Advisor.

The workshop brought together representatives of National Human Rights Institutions (NHRIs) from across the OSCE region, aiming to facilitate the exchange of experiences and best practices regarding their role in monitoring the human rights compliance of counter-terrorism policies and measures.

Discussions focused on key challenges related to the expansion of counter-terrorism measures, including the use of surveillance and new technologies, artificial intelligence, predictive policing, human rights impact of public order policing, e.g., stop-and-search practices, freedom of assembly, human rights impact of measures to prevent violent extremism and terrorist radicalization. Particular emphasis was placed on strengthening the capacity of NHRIs to enhance accountability and transparency through independent oversight and evidence-based interventions.

The GNCHR’s participation reflects its continued commitment to promoting and protecting human rights, as well as strengthening its cooperation with international and regional organizations.
