GNCHR Participation in the 3rd Consultation Forum “Trustworthy Artificial Intelligence in the Public Sector”

The Greek National Commission for Human Rights (GNCHR), represented by its Human Rights Advisor, Dr Christos Tsevas, participated in the 3rd Consultation Forum entitled “Trustworthy Artificial Intelligence in the Public Sector: Implementation of Law 5321/2026 on the Artificial Intelligence Regulation (AI Act)”, which took place on Thursday, 22 October 2026, at the Ministry of Digital Governance and Artificial Intelligence.

The Forum was organised by the Special Secretariat for Artificial Intelligence and Data Governance. It constituted the concluding consultation event of the project “Integrating AI Technologies in the Greek Public Administration”, funded by the European Union (DG REFORM).

The discussions focused on four main thematic areas: the implementation of Law 5321/2026, particularly the national supervisory system and competent authorities; AI regulatory sandboxes; AI governance in the public sector; and AI literacy and skills. Representatives of the public administration, independent and supervisory authorities, academia, the private sector and civil society organisations participated in the discussions, with particular emphasis on the challenges associated with the implementation of the new institutional framework, the obligations of relevant entities and the protection of citizens’ rights.

The GNCHR actively participated in the dialogue, highlighting the importance of integrating the protection of fundamental rights throughout all stages of the implementation and use of AI systems in public administration. In this context, the GNCHR reiterated its availability for further cooperation in the implementation of Law 5321/2026, in line with its relevant mandate and competences, particularly on matters relating to the registry of AI systems, the identification of risks to rights, and the conduct of fundamental rights impact assessments. At the same time, the GNCHR stressed the importance of incorporating knowledge and skills relating to human rights protection and the assessment of AI-related risks into the digital competence profiles of public administration staff. It also highlighted its capacity to contribute to relevant training activities, drawing on its expertise and experience in this field.

The GNCHR’s participation in the 3rd Consultation Forum forms part of its ongoing contribution to the dialogue on the implementation of the EU AI Act in Greece, with a particular focus on the effective protection of fundamental rights. The GNCHR had already contributed to highlighting fundamental rights protection issues in the context of AI implementation during the 1st and 2nd Consultation Forums.
